| From October 2001 to July 2003, a group of experienced humanitarian professionals and diplomats from inside and outside the United Nations met regularly to discuss the challenges that humanitarian agencies confront in contemporary war zones. To facilitate these efforts the Ralph Bunche Institute provided research and analysis for the "UN on the Ground" Project, a part of the Stanley Foundation's Humanitarian Relief and Protection Program. The group developed 11 practical proposals to boost the effectiveness of humanitarian agencies, minimize unintended consequences, and make aid programs more sustainable. The report was released in Geneva in October 2003. Efforts are ongoing with various parts of the UN system to pursue possible follow-up of individual recommendations from this project. |
