Two Years of Lula's Government: Progress and Challenges

Minister Dulci was a leader in the combative New Unionism movement of the late 1970’s and early 1980’s. He has served as a member of the National Executive Board of the Workers’ Party (PT) since its founding in 1980 and was elected to the Federal Chamber of Deputies in 1982. He was Secretary of Government and Culture for the PT municipal administration in Belo Horizonte, Minas Gerais. In 2002 he helped organize Lula’s successful presidential campaign and was subsequently appointed to the cabinet. He is the author or co-author of the following volumes: Sergio Buarque de Holanda and Brazil, (Editora Fundação Perseu Abramo), Challenges of Municipalities Governed by PT (SINAI-SP), Strategy: A Way Out to Crisis (Editora Scritta, SP), Challenges of Local Government (SINAI and Editora Fundação Perseu Abramo), Antonio Candido: Thinking and Militance (Fundação Perseu Abramo, SP).

This seminar will focus on the role of civil society in President Lula’s policy goals of a “new global order” with enhanced democracy, justice and social equality. Under the Lula administration, Brazil has taken an active role in mobilizing civil society organizations to interact with the domestic and international agenda. Minister Dulci’s talk will elaborate on the government’s priorities, projects and progress.
