Luis Moreno Ocampo is currently main partner in a law firm of 12 lawyers based in Buenos Aires, specializing in criminal and human rights law; corruption control
programs for large organizations; and alternative dispute resolution techniques in business. In 1986 he served as assistant prosecutor in the trials against General Ramon Camps, the chief of the Buenos Aires Police Force and 8 police officers involved in murders, kidnapping and tortures; he led the investigations and the evidence gathering and joined with the lead prosecutor in conducting witness examination. In 1984 and 1985 he was assistant prosecutor in the trials against the military junta that ruled the country during the dictatorship; he led the prosecutorial team which analyzed more than 10,000 alleged human rights abuses, selected 700 cases, and presented 2,000 witnesses and managed to establish how the commanders approved and executed a meticulous plan to kidnap, torture and eventually “disappear” those they mistrusted as well as shared in witness examination and cross-examination. Ocampo received his degree from Buenos Aires University Law School in 1978. He is a consultant for the World Bank, Inter-American Development Bank and United Nations, aiding governments trying to control corruption in the Dominican Republic, Bolivia, Venezuela and Peru. Luis Moreno Ocampo is co-founder and current president of Poder Ciudadano, a non-governmental organization which promotes citizens' responsibility and participation through educational programs and through monitoring the judiciary, the congress, the Executive, and political campaigns. He was the former president of Transparency International for Latin America and the Caribbean, former Advisory Board member to the world-wide organization and currently world wide board member. Transparency International's mission is to reduce corruption in international business. His publications include En Defensa Propia. ¿Cómo salir de la corrupción?" (In Self-Defense. How to avoid corruption?) (Sudamericana, 1993), "Cuando el poder perdió el juicio. ¿Cómo explicar el "Proceso" a nuestros hijos?" (When Power lost its mind. How to explain the "dictatorship" to our children) (Planeta Espejo de la Argentina, 1996), "Beyond Punishment: Justice in the Wake of Massive Crimes in Argentina" (Journal of International Affairs, Spring 1999, 52 No. 2).
