Bio:

I completed a doctorate in criminal justice in 2001 after a 20-year career as an administrator of public and non-profit juvenile justice programs. My current research interests include: examining the management structure of public-private partnerships in criminal justice; studying the development of criminal justice institutions in post-conflict societies; analyzing how changes in the personnel levels of the US military affect prison incarceration rates; and working to improve the validity of cross-national crime statistics. My published research on prison escapes is currently the most comprehensive and up-to-date information on this topic. My work in the area of prison privatization includes consultation services to public agencies that are considering correctional privatization policy.
