Description:

General Characteristics
Under direction of the Director of IT Application Development, with latitude for the exercise of independent initiative and judgment, the GC Senior Webmaster has operational and leadership responsibility for the development and management of a variety of program and office websites, web-based applications utilizing database-driven systems and processes, and many other web-based systems that support academic and administrative offices, as well as broadly-based online communities. Fosters and supports a community of web developers, website managers and programmers.

Specific Responsibilities

• Supervises and oversees the daily operations and activities of the assigned staff, including full-time and part-time IT web developers and programmers; plans, organizes and controls the staff activities.

• Maintains excellent working relationships with the website developers group, fosters a sense of community among this group, organizes and facilitates a GC Web Advisory Committee, brings coordination and consistency to the breadth of GC websites. Works very closely with staff associated with the main GC website.

• Provides expert advice and leadership for website development and enhancement, as well as support and guidance for website content, architecture, projects and planning across the breadth of GC websites, including a diverse collection of web technologies (such as portals, middle-ware systems, database backends, web frontends, streaming media, open source solutions and various end-user based browsers). Provides expertise in content management systems and web development resources, including systems such as WFS, Creative Suite development tools, BlackBoard, Stellent, and Sharepoint.

• Develops and manages project schedules for web development initiatives; manages a variety of web development projects and initiatives among numerous staff. Works very closely and collaboratively with IT Project Manager.

• Identifies project priorities, assignment of projects among staff, and alignment of duties with staff skill-sets. Plans and oversees the installation and maintenance of applications systems.

• Takes responsibility for setting standards for data requirements for web application systems.

• Provides state-of-the-art expertise; remains familiar with a variety of hardware- and software-based web technologies and programming techniques, as well as database environments, portal and intranet environments, programming paradigms and languages. Makes hardware and software acquisition recommendations.

• Researches and promotes best practices prevalent in higher education and other relevant fields for web-based services, web-based applications utilizing database-driven systems and processes, and other web-based systems that support academic and administrative offices.

• Mentors staff at varying levels of web skills and experiences; counsels staff on web project implementation details. As assigned and required, engages in web development and programming activities with other staff.

• Evaluates staff members; identifies specific professional development activities for staff with varying web development skill levels and highly technical areas of expertise.

• Promotes esprit-de-corps; fosters and maintains effective communications among staff and the community of web developers and website managers.

• Functions as a member of a team of IT managers; works cooperatively and collaboratively; communicates openly, clearly and frequently; maintains close communication with Director of Application Development.

• Participates in detailed strategic planning activities; monitors and reports on progress toward goals and objectives.

• Manages service requests and problem resolution; meets with faculty and staff to identify needs, undertake projects, trouble-shoot problems and identify solutions.

• Ensures that web environment security safeguards are implemented and maintained; demonstrates professionalism regarding sensitive and legally-protected data.

• Ensures that web accessibility standards are implemented and maintained; demonstrates commitment to web-based services for those requiring assistive technologies.

• Participates in the weekly change-management meetings.

• Assures adherence to standards, ensures compliance with policies procedures, and maintains guidelines for documentation.

• Represents the Director of Application Development in various meetings and committee functions; executes significant latitude and authority in decision-making for the domain of responsibility. Represents IT objectives, interests and concerns to IT staff and the user community.

• Conducts workshops and presentations in domain of expertise.

• Works with vendors and other providers and consultants on project specifications, contracts for services and related matters.

• Remains familiar with and enforces applicable policies and procedures; identifies the need for new or revised policies and procedures.

• Other duties, as required.

Qualifications:

    1. A high school diploma or GED and six (6) years of progressively, responsible full-time paid information systems technology experience, at least 18 months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, database administration or a closely related field.

    2. Education at an accredited college or university may be substituted for the general information systems technology experience described in “1” above (but not for the 18 months of managerial experience) at the rate of one year of college for 6 months of experience up to a maximum of 4 years of college for 2 years of experience. In addition, a Master’s in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience.

• However, all candidates must possess the 18 months of administrative or managerial experience described above.

Salary Range: $90,000 - $124,627 commensurate with qualifications and experience

FLSA Status: Exempt
